Journal Entry: THE STATE IS NOT A CROWD — IT IS A STRUCTURE OF DUTY
(Where society is held not in passion, but in position.)

My Sons,
It was My deepest desire to devote these later years to works of peace.

I desired rest for the fathers who built,
education for the sons who would rise,
and solemn quiet for the mothers who had wept enough.
But Providence has judged otherwise.
And where I longed for harmony,
I now find Myself bound to act.

The State I govern is no single creature.
It is composed of visible, faithful bodies —

These are not fragments to be fused,
but dignified limbs to be held in structure.
I have never ruled them as one undifferentiated mass.
I have ruled them as Mine —
each in his language, custom, station,
but all under law and conscience.
The Empire does not thrive by absorption.
It thrives by clear delineation and faithful service.
